Job Description

The VDOT Northern Virginia District is excited to announce the opportunity to serve as a Communications Manager.

Duties Include:

  • Implement strategic vision and provide leadership related to the district’s communications program. Provide support and counsel to the Assistant District Administrator for Communications (ADA-C), District Engineer (DE), and other executive staff regarding external communications with key local, state, and federal audiences, including media, government officials, non-profit and private groups, and the general public. Advise senior management on identifying and solving communications issues and challenges.
  • Manage award-winning @vadotnova district social media accounts on Twitter, Reddit, and Nextdoor. Create original content, provide meaningful engagement with and excellent customer service to residents and the overall online community.
  • Administer proactive media relations program, fostering transparent, open, and positive relationships with the media. Respond to media inquiries and serve as an official VDOT spokesperson for television, radio, and print interviews. Using Associated Press style, research and write news releases, media advisories and other materials, and disseminate to meet deadlines. Market news and feature stories to media contacts reflecting favorably on VDOT. Train key district staff to work effectively with the media.
  • Ensure real-time traffic information is delivered effectively through a variety of means to meet district goal of reducing clearance time for incidents. Provide critical information to residents before, during, and after natural disasters, emergencies, and traffic congestion-causing incidents and reinforce VDOT’s role as a response agency, adhering to statewide public affairs emergency protocols and best practices. Provide communications support for other VDOT districts or state agencies as called upon during emergency incidents. Handle emergency response and crisis communications duties in local, regional, or CommonwealthVDOT joint information centers during events and handle media calls, including after-hours and on weekends as needed.
  • Work on-location at various VDOT work sites, to take photos and/or video, creating original content of the stories of maintenance, operations, construction, and other field crews and their work. Conduct on-site television and media interviews, especially during snow events. Build and maintain positive and effective working relationships with internal and external stakeholders. Provide supervision and guidance to in-house communications team members and oversee project consultant activities as appropriate.
  • Create and execute communications plans for VDOT’s projects and programs. Identify audiences and goals, craft messages and strategies. Research, write and edit materials including newsletters, PowerPoint presentations, news releases, talking points, fact sheets, and web content, and create multimedia assets such as photo and video.
  • Ensure appropriate VDOT branding and style for all communications. Regularly use SharePoint, Constant Contact, and social media publishing software, as well as Adobe Creative Cloud for publication layout, video editing, and graphics support.
  • Plan and execute virtual and in-person events and meetings, including all logistics for events such as media briefings, ribbon-cuttings, and groundbreaking ceremonies, to include interagency coordination, scheduling, invitations, talking points, social media posts, media pitches, speakers, agendas, catering, and photography.
  • Support and execute statewide communications plans. Implement statewide communications policies developed by Central Office and the Communications Working Group. Communicate statewide communications activities and initiatives clearly to district leadership and staff.
  • Serve as an official VDOT spokesperson, with 24-hour on-call duties every third week on a rotating basis. The selected individual is expected to be available after hours and on weekends for media inquiries/interviews and to work 12 hour shifts on location at an area headquarters or at the McConnell Public Safety and Transportation Operations Center (MPSTOC) during severe weather and emergencies.
